restrict C drive of RDS session host while still allowing user profile disks to work

I have a new 2012 R2 RDS server setup and I enabled user profile disks. Since I have the C drive on the RDS server restricted with group policy, users are unable to access their downloads folder. There may be other folders they can't access but I haven't noticed yet. This is happening because the user profile disk mounts to the C drive of the RDS. How do I restrict access to the RDS server local drives but still enable user profile disks to work?

I have seen many posts about this but no solutions.
