Remote desktop connection difficulties

I am a remote desktop user for the last few years.  I do occasionally experience connection difficulties or lag in connection speed, but things would return to normal after some time.  I am using BSNL cable broadband connection with an 8 GB (speed upto 2 MBPS). However, things have changed recently, why I have no idea.  There was couple of BSNL outages recently and my problem, I think, started since then.  Getting my remote connection through the BSNL broadband is extremely difficult now - most of the time the usual error message (like the the other computer cannot be found or the permission not granted, etc., but I know these are not factual).  Even if the connection is established, there is frequent 'freeze' moments and each command execution is delayed.  However, surprsingly, on the same PC when I use my 3G Idea connection (through my mobile tethering/hotspot), I am able to connect and do my remote desktop tasks satisfactorily. So I presume it is not my PC configuration that is causing the problem, but the configuration of BSNL connection. Can someone please advise what should be done?  BSNL seems not know what the problem is.  Perhaps BSNL has inadvertently changed some values for my connection?  Or my connection parameters through BSNL has changed, how?... am not sure.  Please provide complete guidance (values if reconfiguration of my ADSL modem is required).
