Will disabling ALL RC4 ciphers break RDP on Windows Server 2008 R2?

 On my Windows Server 2008 R2 machine I need to disable all RC4 ciphers to pass PCI scans.  We know that disabling TLS 1.0 will break RDP Remote Desktop, we've been locked out of our server doing this.   But what about removing just the RC4 ciphers, all Microsoft documentation I found about the RDP mentions RC4 and does not mention it supports other Ciphers.   

Does anyone know if disabling all of the RC4 ciphers will break Remote Desktop?   

Disabling TLS 1.0 broke it, I can't afford to lose Remote Access again.  Hope someone can help.  I've struggled trying to get someone to confirm this.  I enabled Schannel logging and can see my RDP connections clearly are still using TLS 1.0, but the cipher my connection uses is unclear, and seems to change with every connection.
