2012 r2 RDS RD Virtualization Host Licensing Question

I'm running server 2012 r2 datacenter on a physical server. After I join that into one of my clusters and set it as a virtualization host I get an error message in RD Licensing Diagnoser because it's licensing mode is set to Remote Desktop for Administration. Under Deployment Overview properties for the Remote Desktop Services the licensing mode is set to per user.

From what I can read about the licensing I should only need Remote Desktop for Administration if I plan to have more than two RDP connections to the machine going at a time? I don't plan to do that since we are just using the host servers to manage the virtual machines. Also since these host servers are running Windows Server 2012 R2 Datacenter then each individual machine shouldn't require an additional license?

Why is this one server trying to pull the wrong license?
