Windows Server 2012 Remote Desktop services

I have installed Windows Server 2012 R2 Remote Desktop Services. When a user logs in using the remote desktop client, we only the session to load an IE browser to a web application. I went on the Active Directory User account, clicked the environment tab and entered info below. Everytime the user logs in now, it starts the session then closes the session. If I uncheck the start the following program at logon it loads a remote desktop session with a desktop, etc. What is the easiest way to get around this obstable.
