RDS Per User CAL is not being applied

Hi,

I installed an Open License for 7 RDS Per User CAL on a Windows Server 2012 R2, as you can see on the prinstcreen below.

This server is not an Active Directory. It's only a Windows Server 2012 R2 using only local users for RDS access.

All the users were added to "Remote Users" group.

After 2 successfully RDS connections, when I tried a third one, an alert appear informing that is necessary disconnect an user.

So, 7 RDS Per User CALs are not being applied. Only the default RDS connections are being applied (2).

Could you help how to solve my problem?
