create a virtual desktop environment

guys,

i would like to create a virtua desktop environment, so several users can acces generic software from their byod laptops I also want to give acces only to specific websites and block the rest of the acces from their byod laptop during the sessionis that possible?

and how should i create the virtual desktop?
