Run application from multiple users

Hello we are testing thin clients (remote dekstop) with a win2016 server.

We would like to use a client-server program but it only works for one pc at a time and using  terminal services it is obviously always open from the server. Do you think we could solve configuring, for example, Microsoft's RemoteApp?
